This, and please, lets just stop the damn discussion for now, won't happen for AT LEAST, AT LEAST, if it's going to happen for a year or more after release of the ps3,NO way would it be simultaneous. They would need to actually DELAY the ps3 version to do that, and sony would not let that happen to begin with. The game is being catered to the specs of the ps3, the xbox is either going to get it's own title installment or a port, and after the ps3 gets it's mgs4, which btw, it'll still be better on the ps3, you can talk about technical specs all u like (which kick 360s but anyway, despite what microsoft says, saying that the capabilities are terrific for everything but gaming) but it's going to be designed for mgs4, and as such, as always with ports, will be the top rendition.
Having said all that, mgs might never come to the xbox again. It had it's chance with mgs2, and the sales didnt show any reason to port more.
