Con: Should The Legend of Zelda have voice-overs?

No
One of the main draws of the series is that you feel like Link. You are the hero, you are fighting against impossible odds, and giving Link a voice-over would damage that illusion.
Link never says a coherent word, even in text form. I believe Link should never have a voice-over. Link should only have a voice, when you are the one talking. When video games reach a point to where voice recognition is worth while, you should be Link's voice.
Other characters should also not have voice-overs because voices in video games have not reached a certain point of quality that would be required to do the Zelda series justice. Those nay-sayers that say text is out of date are just too lazy to read. Those are the people that would probably skip past the cut scenes because they don't care about the story line anyway.
Now is not the time for the Zelda series to receive voice-overs. The story is just as compelling without them, and then Nintendo can focus on what is more important, the game-play.
